Charity Ngilu tribulations

Barely days after Kirinyaga County MCAs went public with plans to impeach Governor Anne Waiguru, their Kitui counterparts came out with a similar plan on Governor Charity Ngilu.

Though Governor Ngilu’s impeachment motion seems to have lost traction and didn’t get to be debates in the Kitui County Assembly, Governor Waiguru’s passed through the Kirinyaga and got shot down at the Senate.

Latest reports are that after failing at the Senate the Kirinyaga MCAs are intent on collecting signatures from the electorate to get the numbers to dissolve the county after petitioning the President. Whether they’ll succeed is a matter for another day

To the casual political eye, these two events though both political, are unrelated. A deep analysis of the events before and in the run up to the next general elections however paints a different scenario.

Who are Charity Ngilu and Anne Waiguru in the current political landscape?

Both women are serving Governors each in her first term. They’re the only remaining female Governors after the demise of Bomet’s Joyce Laboso one year ago. Being serving Governors places these two women at the upper end of the political pecking order. They may actually be referred to as the senior most female politicians in the present circumstances.

It shouldn’t be lost to us that the two women have been vocal and active supporters of the BBI initiative which amongst other things intends to reorganize our governance structure.

There’s a proposal to create additional posts in the Executive providing for a Prime Minister and two Deputy Prime Ministers. In line with the current talk about gender balance, a proposal is on the table that of the top five Executive posts at least one should be held by a woman.

This is what puts Governors Ngilu and Waiguru in the political matrix. One of them (or both) may get positions in the top five. If you bring in the regional balance factor it means that if either or both occupy these positions, then a man from their region (tribe) will be technically cut out.

This is the complication. If Governor Waiguru gets a post in the top five then anybody else from the Mt Kenya conclave is eliminated be it President Uhuru Kenyatta, Peter Kenneth or anybody else preferred by Mt Kenya. If Governor Ngilu gets a position then Kalonzo Musyoka, Govs Alfred Mutua and Kivutha Kibwana or anybody else from Ukambani is out.

Therefore when you see PS Dr Karanja Kibicho sponsoring Gov Waiguru’s impeachment and other initiatives meant to frustrate her, just know that he’s doing someone’s bidding. It may be Uhuru Kenyatta or anybody else.
